In the South Bend Common Council’s final meeting of 2015, they defeated a bill limiting “sweetheart deals” for City workers. On Monday, outgoing Council Member Henry Davis, Jr., tried to pass a bill that he said would bring more accountability to municipal employees. The bill itself acts as a form of a non-compete clause.
